Tackling Mass Incarceration

It’s now common for youth to remain in foster care or residential treatment for years. For troubled or victimized children in need, assistance at home is often more effective than foster placement.

In Colorado, four communities are piloting a program that offers low-level drug or prostitution offenders an alternative to prison. This program, known as Law Enforcement Assisted Diversion, matches the offender with a case manager who in turn connects them with treatment and training resources.

The Law Enforcement Assisted Diversion (LEAD) program in Alamosa, Colorado, gives police officers the option of sending people to substance abuse treatment rather than straight into the criminal justice system. Used in non-violent cases, the diversion program is based on a harm-reduction model that uses a health-care approach rather than a punitive approach to address the underlying issues when a crime is committed. Some police officers object to the program's mission, but proponents say that forcing compliance would be counterproductive.

As an alternative to traditional courts, community courts provide resources to those experiencing homelessness. Fines and jail time are often the punishment in traditional courts for those charged with trespassing or loitering, but community courts provide services that help people find housing, jobs, health care, and even offer mobile showers, food stamp assistance, and mental health care. While the long-term data are lacking and don't offer a clear picture of recidivism rates, community courts do provide a better quality of life for those living on the streets.

Frustrated by a tight labor market, two locally owned Grand Rapids employers discovered the virtues – economic, not just moral – of hiring formerly incarcerated people, whose gratitude for an opportunity translated into excellent performance and less risk of adding to rapid turnover. The employers helped guarantee success by paying for support services that made post-prison transitions easier. The employers then talked hundreds of other local employers into doing the same. Besides providing a business advantage, the program changes lives and is evidently contributing to much lower rates of recidivism.

Employers like the St. Partick Clinic in South Sudan are hiring based on attitude and trainability instead of technical skills and knowledge to find employees that are trustworthy and reliable.

The Golden Girls shelter has been providing meals, medical aid, and other support services for women with children who are experiencing homelessness. Since the Golden Girls living space opened, the program has served a total of 50 women ranging in age from the early 50s to late 70s. While at the shelter, staff members help them complete paperwork so they can receive Social Security payments, pensions, or alimony, and apply for affordable housing. They’re also provided medical care, counseling, and assistance finding jobs.

The GIRL-H program provides skill training and business assistance to youth from marginalized communities. Participants receive education and training in an area of their choosing and once they complete the training, they receive start-up capital to help them start their own businesses. The program has helped over 6,000 youth learn a new skill and start an entrepreneurial venture.

In Miami-Dade County, Florida, law enforcement officers are trained to identify people who may have mental health issues and call a mental health professional to the scene. The process allows more people to get help and avoid criminal charges by giving them the choice to continue treatment or go to jail.

In response to an influx of Haitian immigrants in the area, several Indianapolis community groups joined forces to support them. These groups connect them to English language services, job opportunities, advocacy support, and assistance in registering their children for school or getting a driver’s license, all while fostering a sense of community and connection.
