The Unfunded Mandates Reform Act (UMRA) protects states from having to fund federal laws. The Office of Neighborhood Safety in Richmond, CA took a radical new approach to urban violence by creating mechanisms to financially stabilize perpetrators of violent acts in crime-ridden neighborhoods - essentially paying people not to kill. They have been dramatically successful at weening violent criminals off the destructive behavior by using a comprehensive approach that includes using solid data, employing mentors with similar backgrounds to the criminals, and monetary incentives.

Solar energy is a clean, cheap, renewable, and land-efficient resource, making it a valuable technology to scale up in the face of climate concerns and clean energy. Diversifying the supply chain for creating and sourcing solar panels can help make solar energy more reliable when faced with geopolitical and human rights issues.
