Louisiana cities are doing what they can to both save small businesses and keep people in their homes

Landed will pay for half a teacher's down payment on a home in exchange for a quarter of profits when the house is sold down the line. The San Francisco-based startup has recently arrived in Bellevue, where the median home price is hovering around $1 million.

North Carolina’s Roanoke Electric Cooperative is helping members bring down energy costs. Because the energy costs in this area is due to a lack of energy efficiency, the cooperative offers tariffed on-billing to help homes offset expenses like insulation and new heat pumps. The tariffed on-billing uses federal loans to pay for said expenses, and then the customer pays the tariff charge in their bill – which ends up being lower because of the energy efficient upgrades.

It also pays trainees, which has been vital to endure the food industry shutdowns during the Covid-19 pandemic. The group also ensures members have food, rent assistance, school supplies, or diapers for their children. They partner with the Denver Metro Emergency Food Network, delivering about 290,000 meals since the pandemic began. The model is working in other cities, including Seattle and San Francisco.

Business counseling for struggling entrepreneurs has been crucial for small businesses trying to get back on their feet in the aftermath of the shutdown. The Asian Pacific Islander Small Business Program was specifically formed for Asian Pacific Islanders, who failed to find help because of language barriers. API SBP brings together different business communities to work collaboratively and pool resources. In addition to rent relief, navigating changes to PPP, and finding available grant programs, counselors have recently assisted businesses with social media presence and building websites.

The CARES Act was meant to help small businesses, including hospitals, find financial stability during the coronavirus pandemic, but confusing guidelines and a lack of oversight have impeded the success. This reality has been especially difficult for rural hospitals, some of which "have left millions in relief aid untouched, spiraling deeper into debt for fear that the wrong decision could force them to return money."

Four years before the pandemic caused unemployment compensation claims to spike, South Carolina took advantage of a federal grant to modernize its claims processing systems. That upgrade saved thousands of hours of time once claims rose sharply, which meant that people making legitimate claims got paid relatively quickly. That stands in contrast with the Virginia Employment Commission's huge backlog, which must be run through a decades-old system.
