    The CAHOOTS program's national popularity as a model for diverting crisis calls from the police to unarmed teams of a medic and counselor belies its inability to fully serve its own community because of under-funding. Program director Ebony Morgan talks about the flip side of the program's cost savings for the city: unfairly low pay for its workers, long response times, and an inability to expand. The program's success with the community is built on trust that people in crisis will be helped rather than viewed as a threat. It is life-saving, both in reducing the risk of fatal overdoses and helping people function better as they get treatment for their disorder. A researcher who surveyed pharmacies found that many refuse to dispense the medication out of fear of regulatory sanctions or because of misplaced moral objections to medication-assisted treatment.

    In Oregon, there’s about 8,000 children in the Foster Care System. “Oregon takes children away from their homes at a rate two times higher than the national average.” Youth Villages is hoping their intervention programs will help bring down that rate. In other states it’s done just that. One of their programs, pairs children at risk of being removed from their family with counselors. The counselors visit the families 2 to 3 times a week. “It literally did save our adoption.” Youth Villages serves more than 250 families a year across various states.

    Over the course of three decades, a program called Youth Villages has drastically improved the foster-care system in Tennessee by reducing the number of children removed from their homes. The program is able to assess a child's home environment and determine the root of the neglect. The aim is to provide in-home resources such parenting classes, behavioral therapy, housing help, and addiction services. Giving families the tools they need to care for their children decreases the number of children facing the traumas of entering the foster care system and decreases the amount of money spent by the state.
