As the first of many TMCs in the nation, the one at the Mildred C. Hailey Apartments lowered crime by changing the dynamic between residents and police, through greater community control. The TMC, with its own police department, was disbanded in 2012. Crime since has gone up there.

This creates new structural inequalities because it makes it harder to access good jobs, which tend to be in the city center. Advocates are now petitioning the government to build housing in the city center.

There are no requirements of sobriety, employment, or medication to receive the permanent housing. The local government adopted the housing first approach in 2008 and has seen a decline in homelessness.

    Affordable housing in Singapore has resulted in one of the highest rates of home ownership in the world. In 1964 the government embraced a "Home Ownership for the People Scheme" in which it gave lower and middle-income citizens access to affordable home ownership. Subsidized apartments were sold at low prices and were not to be sold for at least five years after which the real estate value had risen significantly. Apartments sold in 2009, for example, gained almost half a million dollars in value by 2020. New subsidized apartments are under construction and 16,000 have already been sold in the past year.
